How would you stat the Magneto Hydrodynamic Explosive Munition (MAHEM) for Ultratech? Or should that be High-Tech?

Would it be HEMP but with Sur instead of Ex?

Possibly; it may not even need the Sur component, and Shaped Charge may also fit.
