You can still build abilities within the context of gurps: powers, or other gurps books. I mean use the suggestions for power sources, powers and abilities allowed within these power sources from published sources.

Agreed. I've never run a GURPS game any other way. Even when Characters are supposed to have secrets from each other, I've always run a "Game Zero" game where we make up the Characters as a group.

I've run other games that way, and in many cases, it's perfectly fine... but even then you can easily run into problems (no Cleric D&D games, the guy in a HERO game that optimizes OCV and DCV, etc).
