Re: Pyramid #3/93: Cops and Lawyers
Some, but its main focus is on the specific super-prisons themselves and the plots and conspiracies related to them. It's worth noting that (like most of Tremlett's stuff) this is a systemless article: all ideas, plots, and seeds, no stats or rules.

The ones in green-glassed helmets and with boxy convict-transportation containers?

I think they're onto me. In all seriousness, though: if you liked my article, this month's issue of Mother Jones has quite a bit on private prisons. Some might call it synchronicity. I call it good planning.

Re: Pyramid #3/93: Cops and Lawyers
Whether or not you're already familiar, I imagine taking inspiration from Marvel's super-prisons would be excellent. The Negative Zone (other dimension), the Cube (lead-lined for gamma-enhanced villains), the Raft (completely underwater), the Vault (extremely high-tech, but otherwise traditional), and my personal favorite, the Big House (where super-villains are shrunk down to more managable 1-inch villains.) :P

Overly serious answer: no.
Strategy is the practice of defining what you need to get what you want in order to "win," whatever your definition of winning is. Tactics are your actionable plans to get those things. Source: General McChrystal.
