Who rolls when playing the Chaos Potion card?

I have been unable to find any rule that defines WHO actually rolls the die for this and other cards like it. Is it the person that played the card or the person who's turn it is? This obviously becomes very important when it comes to playing the Loaded Die card in conjunction with it. So far we have been playing the one who plays the card rolls the die unless it explicitly states otherwise. Any thoughts on the matter?

The person playing the card rolls unless the card says otherwise.
