Make it a technique. Start with the Advice rule as a +0 Tactics technique, change it from Do Nothing into a Free Action (probably a potent special benefit worth -2) and give it the Own Defenses Penalty of -1 for +1 to default. Making it Tactics-1. Since giving advice isn't the primary purpose of Tactics, I'd think it probably ought to be a Hard technique capping at Tactics+0.

So you wouldn't allow the team hacker watching the whole scene through local security camera yell a warning through the team radio or other communicator for the same effect?

This seems like a much, much weaker form of Sacrificial Dodge (both the good and the bad effect). Makes me want to compare it to the Sacrificial Parry Perk.

An ability could still make sense though, as something that gives a bonus over and above that which simple shouts can do.

Giving somebody a +1 to something else isn't a big deal. It's something that anybody can use any skill to to do if the GM agrees. If it's a bardic power, I'd have it give Super Luck to one Defense roll. Or even just give Bards the Extra Option perk to let them spend CP buy successes for other players (assuming you aren't actually using that rule).
