Obscure was used in Psionic Powers with a targeting only limitation.
So that books sets the precedent for it covering to hit rolls and the limitation value for it only affecting to hit rolls not perception.

Thanks, I knew I'd seen it somewhere but couldn't recall the book. So Obscure with Defensive +50%, Stealthy +100%, Anti-Targeting -20%, Area Effect +50%, and Accessibility (Tanks only) -30% gives a cost of [5] per -1 to-hit.

That works, then! Obscure, by default, has a 2-yard radius. How would this stack with the area effect enhancement? Would it become a 4-yard radius? That would be plenty I suppose.

That's right. It effectively has Area Effect 1 included for free, so you can bump it up to Area Effect 2 (4 yd radius) for +50%.

1. Defensive imbuements (Pyramid 3-4) should suffice but they are much more effective. Though you may combine all DR-improving skills into one with only 10% effectiveness.
Possible advantage build: DR with Affect others, Area Effect, Force Field, No Signature and capped with maximum available DR increase and some discount like -50-60% for only applying while in vehicle and variability depending on actual vehicle. 2. Far shot from Power Ups 1 may suffice. Again, combine it for all possible Artillery/Gunner/Liquid Projector specialties but with only 10% effectiveness. Possible advantage build is via Modifying Existing Damage, Other Weapons from Power-Ups 4, p. 11. Though Imbuements burn FP quickly so your characters might have a lot of ER as well. Quote:
