Jumpers would likely be given extra leeway to screw with the other side.

I figured he might have thought he had to use Centrum for the higher Quanta. In fact, there are ways around that restriction if you want them.

Here's one possibility...the player characters are from an alternate themselves...Centrum Light. It's on Quantum 8 and has its own series of colony timelines and has visited some of the timelines known to the "real" Centrum. (For a long time, they were missing most of the worlds known to the "real" Centrum because those timelines are "polarized" wrong...or some other technobabble excuse.) They've been fighting Infinity Dark but, more recently, and this was a real shock, encountered agents from another Infinity timeline, (the "real" one), which is still a very alien world to them but not quite so sociopathic in its exploitation of other timelines. They're starting to suspect that there are other Centrums, too, but when they finally meet the "real" one, it's still going to be a huge shock!

Given the nature of Centrum's targeted quantum shifts of Homeline's Echos, do you imagine that higher Quantum worlds tend to be more "ordered" than lower Quantum worlds?

Unlikely. The world-shifting seems entirely a response to Infinity, so:
  1. they haven't been at it all that long, and
  2. they have no reason to shift the timelines in Quanta 9-10.

If by "ordered" you mean Zone Green, there will definitely be less of them in Q7, where Infinity can reach them.

Maybe when other groups shift a timeline it changes along another axis. The illuminati change an echo from (8,0) to (8,2). It would take actual agents getting stuck on it to realize it wasn't just an unreachable quantum to begin with.
