Even that runs into the problem of 4 yard height for such area of effects, so you would need some way of dealing with that as well.

Refluffed Terror! Exactly what I was looking...stupidly expensive*, but yes, it is exactly the effect I was searching for.

* I'm working with a budget of 5-10 points... so this will have to be backburnered for a bit.

According to Google, the maximum distant a voice is understandable is about 180 yards, so take that as a base.
