How to cost this custom advantage?
I'm conceiving of a hero that uses a rapier to deliver melee spells in stead of a staff. How much should such an advantage cost?

A perk, at most. In a lot of settings, I'd just make it possible for no cost.

It is not really an advantage, it is just a variation of the Staff spell.

There are a lot of options. Some depend on more GM consent than others.
The simplest is Rules Exemption (can have Staff spell work with Rapier) [1]; or Accessory Staff (requires my Rapier) [1]; You could build the whole rapier as an advantage and use a modified version of Magery +1 with Gadget limitations. Pyramid 3/102 has Crafting Imbuements which allows crafting an item with Channel Weapon, enabling it to work like a staff for a raised CF. You could then buy your rapier as Signature Gear and specify it as having that option. Were I the GM and wanted to maintain Staffs as generally following the rules in Magic, I would go with one of the first two perk options. Otherwise, I would just let you get Staff on your rapier and be done with it (making the Rules Exemption perk otiose as it is instead a setting switch), or remove the Staff spell completely and replace it with Crafting Imbuements. ETA: If you're looking for DFRPG specific stuff, you may want the DFRPG forum. The DF line has Staff, it's just hidden behind its having a boring cost and limited use-cases. See DF1 p.30 where Wizard's Staff and Wizard's Wand are listed as carrying the Staff spell.

I believe that they do, as they use the spell list from Magic, just with some genre modifications (they have to buy it from a Sage though).

DFRPG does not have the full list of spell's from GURPS Magic, they have a truncated and modified list. The entire Enchantment college is missing for instance.
