Default "I Don't Need It" (SpongeBob)

I'm not sure I understand how this card is supposed to work... I know the USAopoly designers are not here, but maybe one of you have figured this out.

It's labelled as One-Shot, but it doesn't say to whom its +3 bonus is applied (both side? Monsters? Munchkins?)
Its treasure bonus when the monster is defeated without help makes even harder to decide how to apply the combat bonus (its an additional benefit added to the +3 bonus to munchkins, or is it a compensation for defeating a stronger monster as for the +5 Monster Enhancers?)

Unless a card specifies "+X to either side" or "+X to a monster", then it only applies to the player.

This card only says "+3 bonus" so it only applies to the player.

One-Shots normally specify it with a "+X to munchkin side", but I'm glad to know this general rule for when it's not specified :)
