Illuminati 2e 2020 rule question: Close It Down!

I have a series of related questions. In the 2020 expansion, "Close It Down" causes a -2 Income to all groups.

1. Does that reduce income 0 or 1 groups to negative income, or do they just go down to 0?
1a. If so, then does a player who can't pay have to Open It Up or release groups to reduce the bill?
2. Does that make Post Office a -3 Income?
3. What about the IRS? Surrender 2 income in taxes to bank, or all of whatever is collected, whichever is less? No effect? Something else?

Regular groups just go down to 0. (The PO is weird.) So 1a does not apply.

But the PO, which already runs at a negative, now goes to a worse negative. This should be in the rules, and next printing it will be.

IRS is not affected; its income comes from YOU.
