No, I think it would only negate modular abilities.

You want something Neutralize (Cosmic, even more cosmic) to negate lots of advantages.

You could alternately use Cosmic Modular Ability (Neutralize only), though that will be similarly expensive.

I would start with affliction (modular enhancement +10X% (only for negating advantages -Y%)) and that would negate X points of advantages, although you would need to know what you wanted to negate.
To always know what advantages someone has you would probably want a modular ability slot big enough to hold "detect: [specific advantage], precise+100%, long range+100% no die roll required 100% reduced time +20%" and then add reduced time onto the modular ability slot. Then you rapidly sweep through all advantages.
