Rousing speeches
One of the classic tropes in literature and movies is the rousing speech before a fight. Stir the troops, make them feel like they're part of a bigger whole. Here is a classic example. Here is a something more modern.
So, this is obviously Public Speaking. But what are the effects? I suggest a bonus to the first Fright Check equal to half the margin of success (maximum +5). A battle is a frightening experience and morale is terribly important. I'm not sure how to model this in the Mass Combat System - I don't know it well enough. Any other suggestions (and suggestions of rousing speeches are also welcome).

Re: Rousing speeches
That would probably work. I have read an article by Mogens Herman Hansen (link) which suggests that the art of those was having a dozen or so short speeches of a sentence or three to give one at a time as you rode along the line before the battle. Elaborate speeches which would take many minutes to deliver are probably a rhetorical convention which let historians show off their oratory and remind their audience how important the coming battle would be.

Re: Rousing speeches
As I said, it's a literary trope. But one that can still be very enjoyable to indulge in in a game.
