Thanks, mate, for digging those up! Very edifying. Eliminating the penalty seems right out, but I might still go with Dell'Orto's option b) and cap the technique at Skill-2. (I think there's some confusing stuff in there, though - I don't think anyone would suggest a technique actually making fighting while grappled easier than ungrappled, just not as difficult as without specific training.

Well another option is to consider what penalties your trying to buy off.
Concentrate distraction? I can see that.
Penalty to attacks?
Either a specific move (like a back kick, reverse headbutt, or elbow strike you can do on someone who has you grappled. Pretty specific move, but I can see it.
Having a form that prevents being grappled or penalties is more like Slipperiness or IT:Diffuse and involves you getting away from being grappled.

Right. The skill in question I'm thinking of is actually Fast-Draw. The idea is that these guys would specifically train to pull out a knife when seized.

That's possible, but again would be situation specific.
If the knife needs to be reached by a hand that is grappled its useless but if other parts of you are grappled then ok. I would make it a Hard technique though.

Edit: This would be for the Grappling Rules in Basic only.
Technical Grappling is much more precise and already specifically addresses what parts are grappled, directly or indirectly (Referred control).
