Is the idea that the powers should be subtle, or just affordable? Restricted to the builds in Psi Powers, or following the looser definition in Powers, which includes Force Constructs with psi?

Affordable. Subtle is something I've been doing in a lot of my own builds, but is not a requirement for the thread.

As long as it fits the general concept of Psi Powers given in the book, it's acceptable. One of the builds I'm working on has Second Sight (Spirits) from GURPS Horror, just with 'Magic, -10%' replaced by 'ESP, -10%,' for example.

Force Constructs with 'Psychokinesis, -10%' and maybe a few other appropriate limitations is likely to be just fine. I'd also accept Allies with Summonable and Astral Projection (Thoughtforms and other Astral Entities, in other words).

This is Gebhard at the time of two Interregnums, or three if you stretch a bit: there hasn't been a Holy Roman Emperor since Frederick II died in 1250, nor a proper King of Germany since 1256. He travels around the holy sites of Central Europe praying for the Lord to chose a King and Emperor, and recently, also a Pope, as the Papal Seat has been vacant since Clement IV died last Autumn.

Gebhard knows full-well that he isn't a great thinker, which has made him very worried about the fact that he seems to be the smartest of his legitimate brothers (though a couple of his father's bastards are smarter). His skill in combat generally leads to him acting as a guard to other pilgrims, and this fact (along with his Charisma) has made him a bit popular with them, despite his occasional strange behavior, fighting 'demons' no-one else can see. He's rather healthier than a typical pilgrim, due to exercise and a better diet growing up, and is highly educated for his time, as the fourth son of a Burggraf.

Gebhard is based on the Pilgrim template, GURPS Historical Folks p88 (and the 4e converson hosted at RPK's MyGURPS.com, p37), and Visual Hunter, GURPS Psis p22. A lot of his non-combat skills are related to the Seven Liberal Arts, as described in Low-Tech Companion 1, p32 boxed text.

Subject to change if anyone points something out that really needs it.

Notes

Speaks-to-Dreams is a Neanderthal from about the same region and time as the Le Moustier skull. He's the new apprentice to the clan's shaman, Broken-Spear, and may be his son, as well. While he has his Perks growing up (along with Visions (Aspected Dream: the Hunt), since replaced by a less restricted version), his true powers only came about when he undertook a dangerous ritual involving poisonous roots and berries, after the shaman's previous apprentice, his brother Laughing-Crow, was eaten by wolves (see the Old Time Psi text box, Psionic Campaigns p5; in short, Pharmacy (Herbal)/TL0^ is the skill used for psi drugs). Speaks-to-Dreams was castrated by a wolf in the same fight, though fortunately for the clan, he had already made several children by then. His lack of Reputation is intentional, as that rather depends on the tribe.

His people are vaguely associated with other bands of Neanderthals who live in the same region, in a sort of proto-tribe. They have also developed the beginnings of specialization, though everyone who can walk does at least some hunting or gathering.

Speaks-to-Dreams is based on the Hunter template, GURPS Historical Folks p57 (and the 4e conversion hosted at RPK's MyGURPS.com, p24), and to a lesser degree the Shaman template on p101 (and 42). The Neanderthal template I used came from Pizard's Apes in GURPS page, with minor modifications.

Is the amount of Perks limited to 5 like Quirks are? This kind of stuff is really interesting and I'd be tempted to pile them on in the dozens without a cap.
The answer to literally every question you just asked can be found in GURPS Power-Ups 2: Perks. :)

The short answer to this is "it depends on the GM, the character, the genre, and the concept". A lot of folks don't have Perks on their charsheets, others have up to a dozen. Some games (which delve heavily into Martial Arts) have a cap for Perks provided by the style based on the point value of the character and points put into the style's skills; others don't cap at all.

Another Historical-with-Psi character, if just barely counting due to being from the Early Bronze Age:

Garash the Astrologer, tenth year in the reign of King Bilareth (3411 BCE)

Age: 42

Subtotal: 41

Total: 112

Equipment

Court robes
Sandals
Staff

Notes

Garash serves as Court Astrologer for a small Sumerian city-state. Bilareth is a hypothetical king of this hypothetical city-state, not taken from any existing source. To be fair, it's so far back that cuneiform has not developed to the point where literacy above Accented is possible, so there are probably many city-states, and certainly a great many kings, that we have no records of. I am assuming that the people of Ancient Egypt trade with this area enough for knowledge of their language to be useful to him.

He has no idea that he is making his predictions come true, rather than just interpreting the will of the gods. It would take a great deal to convince him otherwise, if anyone both knew, and cared to try. His Duty lacks the Nonhazardous limitation because making too many inaccurate predictions in a row would not be terribly good for his health.

Yes, beer-making very likely has developed to the point that a Connoisseur skill would exist for it, not in the sense of having different brands (that concept won't exist for millenia), or even beers from different regions (it wouldn't travel well at this point), but certainly in the sense of having a wide range of local varieties.

Garash is based on the Diviner template, GURPS Historical Folks p45 (and the 4e conversion hosted at RPK's MyGURPS.com, p19), and the Astronomer template on p17 (and 7).

Notes

Vopiscus Iulius Capito is an augur in a town north of Rome, near the lands of the Rasenna (Etruscans). He is not so wealthy as an augur in Rome itself would be, but he has far less competition, here (just the one, in fact). He is also not as wealthy as a Roman augur of later eras would be, but then, this is a time in which Rome has not conquered even a fifth-part of the Italian Paeninsula, whereas by the Imperial Era it commands about half of Europe, plus parts of Africa and Asia Minor.

Harpastum and trigon were two ball games popular in Ancient Rome, apparently learned from the Greeks, though I'm having difficulty finding out when. If someone has a better idea, I can swap out the names; the point is that he's a guy who likes to stay fit and enjoys sports, even ignoring the benefits to his power use.

Vopiscus is based on the Diviner template, GURPS Historical Folks p45 (and the 4e conversion hosted at RPK's MyGURPS.com, p19), and the Fortune Teller package from GURPS Psis, p24.

The specific dates of the lives and reigns of the early Irish High Kings like Túathal are rather disputed. I'm making an educated guess based on the available options. In the context of the Matter of Ireland, Caomh was born somewhat more than a century after the famous Cattle Raid of Cooley, which may have taken place during the reign of High King Conaire Mór. I gave him a lyre because the triangular Celtic harp seems not to have been developed yet, whereas lyres have been found in the British Isles as far back as the Bronze Age (brought by Phonecian traders, perhaps).

When Caomh was a small child, the village Wise Woman prophesized that he would be killed by a horse... or possibly a man, ship, weapon, or other such thing named 'Horse'. Since then, he has taken care to stay out of kicking range, but he does worry that he may be misinterpreting it. In a GURPS Celtic Myth campaigne, he should have a gesa to this effect, and his Compulsive Carousing might be converted into one, as well. Likewise, in a campaigne where Destiny applies, he may have it... if the Wise Woman made a true prophecy, at least.

His Enemies are various men whose wives, sisters, or daughters he slept with (and a few he just gambled too well with). Not all of them want him dead, but enough do to justify the disadvantage. None of them are named Capall or Ech ('Horse'), though.

Caomh is based on the Minstrel template, GURPS Historical Folks p75 (and the 4e conversion hosted at RPK's MyGURPS.com, p31), the Storyteller template, p105 (and p45), and the Chess Master package from GURPS Psis, p25.
