Steal a level?

Can you use a "steal a level" card to drop an opponents level if you are a level 9?

Just to be clear, even if I didn't intend on going up a level myself, I can't use the steal a level to lower someone else. Right?

You have to go up a level if you use that card. You can't intend to not take the level. That's why you can't use it at Level 9.
