Yes, iron isn't destroyed- it just doesn't go with you. And eventually this effect is even used as a tool of despotism (via process called "stapling") to keep people from stepping East or West so that they can't escape.

Frankly, not being able to bring iron should probably be more than a nuisance effect. It's everywhere; it can be rather hard to find some substitutes, if not impossible. Try finding a computer that works after you step with it!

That doesn't sound so useful then. Nuisance Effect still seems like the best fit, although I could be convinced to go with Rocket's suggestion of a -10% minor limitation.
