I'm with you. The habit of US states of having their capitals somewhere other than their largest city is one of the things that foreigners find weird about the USA. Everyone just ignores it, and that doesn't seem to cause problems.

Well, it's a work in progress, so I can make edits to where the bombs/missiles hit (though I'm still having some targets on both sides surviving for the same reason, because it makes sense). Any other thoughts on it?

Regarding major cities, I'd just wipe the obvious bullseyes off the map and say that the new centers of population are the surviving small cities that rose to prominence for something enduring that is still of use post-semiapocalypse, like transportation hubs, and the ones positioned to receive and support the most refugees safely. |
