That is the Ceremonial Casting Rates (you cannot trade energy for skill for normal casting by RAW).

Ah, I see it now. For some reason I only remembered the 20% increments and didn't process that the rate dipped past 4/100.

I'm assuming that would probably be a % of the base cost of the spell and not the reduced cost you might get from high skill.

That's not a consideration for Ceremonial Magic (which doesn't reduce cost for high skill) but could be for the perk Extra Option : Bruce Force Spell (Magical Styles 24) which allows T39's suggestion of the 20/40/60/80/100/200/etc. boost for non-ceremonial magic which DOES enjoy that discount.

In that case it says the increases don't reduce the energy costs, but I assume you would get the discounts from your base skill

No, Ceremonial Magic does not allow for reduced time or reduced energy cost due to high skill (Magic, p. 12). You either pay the base cost or you increase the base cost to increase the primary caster's effective skill. You also cannot use ceremonial magic unless your know a spell at 15 before you pump in extra energy (you just are not talented enough if you know a spell at 14- to benefit from ceremonial magic).

This means that you need capable magicians to do enchanting, since it is a form of ceremonial magic, as you need to know a spell at 15+ before you can do ceremonial magic at all (Magic, p. 12). Now, in low mana areas, since you suffer a -5 to effective skill, you could add +200% energy to increase effective skill to 15 during ceremonial magic if you know it at 15+. When it comes to enchanting though, effective skill also matters as well as known skill, so you and your assistants would need to have a known spell at 15+ and an effective skill at 15+ to do enchantment in low mana (the resulting item would have Power 20, -5 when in low mana areas as normal).

There are few if any situations where Ritual Magic is a good answer. Enchanting is definitely not one of them. The Enchant Spell has 10 prereqs and so has a -10 penalty.

Rituial Magic might do alright for dabblers who want to be able to cast a lot of simple spells at around 12 but for any sort of specialist standard Magic will make that specialization cheaper.
