Default Missile spells at Magery 0

Magery 0 allows learning and casting some missile spells, but the energy per turn is based on a multiple of spellcasting talent.

Can elves cast a zero-cost Concussion that does no damage but requires a HT-3 roll? Can they learn missile spells for the purpose of prerequisites, but never cast them? Are all missile spells secretly Magery 1, but only some bother listing it?

Missile spells always let you invest a minimum of one energy point. Your Magery only affects the upper limit. This is defined in the Missile Spells section on Spells pg 13.

For Concussion, I'd imagine a Magery 0 mage could still invest 2 energy points per second. Though I'm going back and forth on that.

Yes, it's a little weird, but basically "from 1 to level" is from 1 to 0 at level 0, 1 to 1 at level 1, or 1 to N at level N = 2 or higher. The first two cases can be summarized as "1." Concussion is indeed an oversight; call it 2 instead of 1, since explosive Missile spells are really just double-cost Missile spells.
