In DFRPG does an attack targeting the vitals that misses by 1 hit the torso?
Does an attack that targeted the eyes that misses by 1 hit the face? |

A miss by 1 to the eye hits the torso, not the face (Exploits p.99); this is true for any location with note [1] on the Hit Location Table.

I'm really fond of eye misses hitting the face, I'm pretty sure we accidentally house-ruled that without noticing the DFRP sends near misses to the torso.
