So has Resurrection been changed from being a Healing/Necromancy spell to just being a Healing one? Or is there simply a ban on wizards learning Resurrection?

Simply a ban, much like how they can't learn Enchanting.

Of course. We play to have fun.

Yeah, and what is magic, anyway? If the metaphysics of the game don't respond to the wishes of wizards, what the hell . . . why use magic at all?

Did that get put in the books somewhere? I thought that was just a Kromm forum retcon, which would explain continuing confusion:

Well, it's the GM's desires... and usually, the GM desires a balanced game.

Minor healing is also proscribed in that article.

The article is worth getting - it really covers up a lot of edge cases and oddness that results from forbidden spells. I still use my own rulings where they contradict the article, but it's handy to have a thought-out answer to questions that still manages to forbid healing spells consistently. DF is "clerics heal with magic, wizards don't" and if you follow that logic you'll end up in a pretty good place . . . but I like having it all worked out for me in print myself.

There's a Pyramid Magazine Article that introduces Grey Necromancers which, IMHO, makes a great job improving significantly Necromancers, making then more than just pokemon masters¹. In that spell list, they have Major and even Great Healing.

The kicker? In that same article, there's a new advantage that allows spellcasters to buy other caster's spell list, similar to the Cleric's power-up New Real advantage.

So there's an "oficial" way to let Wizards have healing spells without becoming Clerics, provide they're willing to pay some extra points to do that.

---

¹ - Ok, I know, they're summoners after all, so to summon their preffered pets is all about their job. But some players just want to have extra tools to play.
