Default How to do a place of power?

One of the characters in my game will be a powerful mage who has a "place of power" an area in his base where his abilities are stronger and he may have some abilities that only work there.

So my basic questions about statting this are:

1. How big a limitation is it on an ability to only work in a place of power like this?

2. How do I model the place of power recharging energy? He has ER so should I just buy regen for that with the only in place of power limitation?

Thaumatology has several ideas about "places of power." Before we can make many suggestions, we'll need to know which magic system will be in use.

Custom system I made up myself, but primarily I am thinking about how to model advantages only working in a highly specific place that the players can only occasionally go to.

And what that would be worth as a limitation.

It's nothing I can be exactly sure of right now since the game is in the "we are drawing stuff up for it occasionally and slowly inching along" stage.

I'd probably need an accessibility limitation right?

We usually play in a way where there's 1-4 sessions in a row with no real downtime followed by a downtime session or two. Since the players will probably travel fairly widely, not every downtime session will involve the place of power.

So maybe he can use it 1/10 of the time, give or take.

If you suspect it will be available roughly 1/10th of the time, that is approximately equivalent to a "6 or less" frequency modifier, and can be costed that way. Make sure to scale it relative to other frequency modifiers on that power: if the base value is for "9 or less", that's different than if the base value is for "all the time".

See "Environmental", Powers p. 110. Though that's really just a matter of giving the Limitation its formal name. Values range from -5% to -80% based on rarity of access to the proper environment, so it's really up to a GM call, just like Accessibility. Still, the column of text examples and suggested values might help calibrate the value you choose.
