Default Cascading Waits/Who Draws First and further turn sequence

Am I right assuming that Cascading Waits (or Who Draws First?) situation has nothing to do with basic turn sequence? For instance, if at the beginning of the combat Cascading Waits have been resolved, after that all combatants take their actions according to their Basic Speed values, as B363 states?

Here's an example (a situation I had at my recent gaming session):
A, B and C are PCs, they're on one team.
D is an enemy NPC.
All characters are situated inside a single room.
A and B are standing several yards away from D, pointing their guns at him.
D has his handgun in a holster.
C is busy pulling away D's former prisoner.

Suddenly D decided to attack. I chose to use Cascading Waits rules (sure, I know, Who Draws First from MA103 could be more appropriate, but I wanted to use characters' Basic Speed as positive modifier. Actually, I ended up with a cross-breed between Cascading Waits and Who Draws First).

A rolled against his Guns/Pistol skill, +Basic Speed, +Combat Reflexes, +2 due to no movement;
B rolled against his Guns/Pistol skill, +Basic Speed, +Combat Reflexes, +2 due to no movement;
D rolled against his Fast-Draw/Pistol skill, +Basic Speed, +Combat Reflexes, -10 for his weapon being not ready, +2 due to no movement;
C didn't take part in the contest, since he wasn't involved in that kind of "flashy resolution".

A rolled the highest result, D rolled the second highest result, B rolled the lowest result.
A shot first, D shot second, B shot third.

Now Cascading Waits/Who Draws First is resolved. Further actions were committed according to Basic Speed:

D has Basic Speed 7.
A has Basic Speed 6.
B has Basic Speed 5.25.
C has Basic Speed 5.

Short version:
(Cascading Waits is started)
A shoots.
D shoots.
B shoots.
(Cascading Waits is over, normal turn sequence begins)
D's turn.
A's turn.
B's turn.
C's turn

What do you say about such kind of resolution? Is it consistent?

Well, possibly I should keep it shorter.

A (Basic Speed 5.25) and B (Basic Speed 5.5) make a Quick Contest in order to find out who draws and strikes first. A wins.

The order of actions will be:
A strikes
B strikes
B's turn
A's turn

Is that right?
