I love those advantages limited by "Only in an Emergency" but I was wondering what the limitation on a disadvantage "Not in an Emergency" should be, for example, the warrior who is Bad Tempered, a Loner or a Compulsive whatever unless he's in battle. Negative traits that affect your social interaction but which disappear when you're on an adrenalin rush.

Would this also be -30%?

It's going to depend on the disadvantage, significantly. Bloodlust (except in battle) would be worth very little.

Most of those disadvantages are already meaningless once the swords are swinging and the bullets flying. I wouldn't bother with modifiers for them. At most, a Perk (for each, or in total) should do the job.

There are of course traits for which this is meaningless but the concept was a character perfectly good at his high-adrenalin job but a complete {naughty words} in day-to-day life. I suppose Social Stigma: Complete {NW} (unless under stress) would fit too.

Yeah... like gjc8 said, it will depend on the trait. Bad Temper might still cause you some trouble in combat.
