Default Sledgehammer rules?

Is there a book for using a sledgehammer as a weapon?

It is an unbalanced weapon but I wondered what the min ST would be to wield it?

High tech page 25 refers to the rules on mauls, plus a skill penalty.

After the End: WasteLanders has a weapon stat block that contains them on page 31.

Having spent a lot of time swinging a sledgehammer, the only useful way to weaponize a sledgehammer is to put your hand tight to the head and use it as a baton with a heavy pommel.

Untrue.

"Halfswording" it (gripping high on the haft with one hand and low with the other) gives decent control (maybe call it a defensive grip?). But it's tiring trying to swing it this way.

But if you've got a stunned foe, doing a full wind up swing would be tremendous.

I might try gripping it two-handed near the middle and front of the shaft and making rapid jabs with it. I think the effect might be similar to a somewhat predictable but very hard punch.

Jabs to the face and jawline with the top of the hammer. Also, long, broad swings to the knees and lower legs to cripple or trip up a target.

Or the hip. I mean seriously, a solid hit from a swung sledgehammer will destroy your hip. Shoulders. Skull. Heck any bone structure on a human body.

It's just a Maul. It already covers all that (Unbalanced and Requires Ready after attacking).

That's not anything specific to a sledgehammer. In any case, realistic sledgehammers seem to have an extremely wide range of weights (2-20 lb heads...), but the maul (at 12 lb) is in the range of heavy sledgehammers.
