Default Two Adventure Time questions

The Adventure Time game is mathematical, though I've had two arguments stem from it recently.

1. Am I able to curse someone once the cards have been dealt and before the other player has set up his character? For example, can I curse someone with "Lose your hand" while they still have all eight starting cards in their hand, when it's my turn to go first? I know it's mean, but is it allowed?

2. The Cosmic Owl card allows you to discard monsters in combat and draw some treasure cards (not levels). But someone was helping me when I used it. Would they also get treasure cards or is it only talking to the person who played it? My friend thinks he would also get treasures ONLY because of the first sentence of the card. I can't quote it here, but it basically refers to the Owl helping out on behalf of the players.

Everyone has an opportunity to play cards before the game actually begins. Someone who does not avail themselves of that opportunity is fair game for whatever deviltry you choose to perpetrate.

The Treasures gained as a result of the Cosmic Owl are divvied up according to the original agreement reached with the helper.
