Changing how enchantment $ cost is calculated
I want to eliminate the concept of "quick and dirty" enchantment, so that all enchantments cost $20 x energy cost. How can I do this in a custom GDF?

There's a section at the top of the GURPS Magic 4e.gdf data file which explains this in some detail, but from what you've said it looks like what you need is:
[ATTRIBUTES] EnchantmentSlowAndSureCost, basevalue(20), display(no), hide(yes) EnchantmentQuickAndDirtyThreshold, basevalue(0), display(no), hide(yes)
