Can you use the Fishing Ring to take a Curse without canceling one first?

Sorry for asking something where the answer is so obvious, but there's a dispute with one of my players and I need an official ruling. In order to use the Fishing Ring (Munchkin 8) to take a curse from the discards, you have to cancel a curse with it first, right?

Canceling a Curse is a requirement for using the Fishing Ring.

You can use it to cancel any Curse.
