Yeah, if they CAN get out. And they can't if they are caught in the middle.

Just like a normal IA, if you don't dodge (or parry or block) you get hit.

Are you sure? I mean I know you can dodge and drop, but that requires cover, right? If you just drop on an open field will you actually be able to use dodge and drop and avoid damage from an AREA attack?

I just mean that getting hit if you can't avoid the damage is the way things always work (a person in a very narrow hallway would similarly be unable to dodge against a normal IA). Area, Cone, and Explosion get part of their price from that fact that its harder to get away from them.

You can dodge and drop from an explosion to get away from the explosion center, and thus reduce damage. You can also dodge and drop to try to move outside of an area (such as an innate attack with cone).

But unless you have a basic move of 11+ you can only dodge and drop 1y, and if your the primary target, its' very unlikely that you will be able to move far enough away, and so you are effectively defenceless.

It's always worth it vs. explosions as each yard reduce damage significantly and also makes it far less likely that you are hit by shrapnel.

But against an innate attack with any form of area effect of 2y+, your simply screwed.
