Re: Damaging diffuse targets
It doesn't explicitly (though it's present implicitly in the price of tough skin and the rules for armor layering). This sort of makes sense, as flexible DR doesn't really do anything at the DR levels likely to be present in DF. However, why would mattresses have flexible DR? I'd probably call them homogeneous, but they're not going to be damaged appreciably by any attack that doesn't penetrate DR.

Re: Damaging diffuse targets
Note that this isn't something special to the DFRPG. To quote p. B483: "Things like nets and mattresses are Diffuse."

Re: Damaging diffuse targets
Just so we’re clear, there are no spells in either GURPS Magic or DFRPG Spells that are a “cone,” correct? A search of the PDFs for “cone” revealed no hits in either. I assume that neither jet spells nor the Breathe Fire spell create cones, as they are described themselves as beams (and in the Missile Shield entry, they are described as “diffuse streams,” although that also refers to dragon’s breath, which is assume is a cone).

Re: Damaging diffuse targets
Shape Air is essentially a width 1 cone, but not called one and doesn't seem to have any targeting requirements.
