Default GUAL card

Rules say that I can play a GUAL card at any time. Does that mean that even when the battle has begun I can play such a card to raise my level and be able to win the monster?

Yes, that's what it means.

To take this a step further:

What if I enter combat as level 7, play 2 GUAL cards and then declare I beat the monster for a Winning level?

Everyone has a reasonable time to try to stop you after you declare that you are fighting for the win.

You always have to give players a reasonable amount of time to stop you from winning any combat, of course. You can't, however, say, "I'm winning, is anyone going to stop me?", then play two GUALs when everyone says they aren't going to and expect to consider that a fair play. You've changed the conditions of the combat, and now you have to give the other players a reasonable amount of time to play cards to stop you.
