If the number of pages added exactly matches the number removed there's no problem.

No, think about it a moment,
Its not the total thats important,
If you remove page 40 but add page 180 everything in between is shifted a page. So any references to those pages will be off. You could fix that books index and ToC but would have to edit other books to fix them.
Now an argument could be made that all those page references in virtually every GURPS book being wrong is not important enough to stop what amounts to a new edition but likewise an argument could be made it makes the books look unprofessional and things confusing for customers.

This just is not a simple cut and paste job.

And these extra pages wouldn't be added in the same place that the pages they're replacing where is what?

To end a debate before it becomes an argument: No revised edition of the GURPS Basic Set, Fourth Edition is forthcoming. There are many reasons for this, most of them economic.

People who want additional rules content can always get it on Warehouse 23. That's one of the benefits of electronic publishing: We can keep all of Fourth Edition available at all times. And as "Ten for Ten" makes all of the rules in question available in one place for $7.99 ($6.15 on sale), nobody needs to dish out $54.90 ($42.27 on sale) for a new Basic Set that would be 99%+ the same as the one they already own.
