Well, it depends. A character with Mechanic/TL8 (Automobile)-25 could have a horrible reputation for reasons unrelated to their work, which prevents them from earning the recognition that their skill would normally give them. Maybe they have Social Stigma (Criminal Record) [-5] and Reputation (-4; Convicted Racist Murderer) [-20], which would make it quite difficult for them to find work or secure a loan, so they would be forced to work for people who did not mind their background.
