Default tactical shooting cover question

According to cover in tactical shooting there are 5 types of cover

each type gives penalties to your opponents to hit you and sometimes for you to shoot back without a braced aimed shot.

I got that part.

My question is how does it work for shooting them through cover?

the book states that the same penalty applies to shooting around the cover as it does through the cover.

why would one try and shoot through cover while dealing with the cover Dr if they could just shoot around the cover at the same penalty?

am I missing something somewhere in plain sight like or normally do? Or was that an error and there's something else that I'm not taking into account?

It is mostly if you want to target areas that are not visible. With high power weapons like rifles lighter cover does not help much so targeting a hit location that is not covered by armor might be a good idea as example.
