I edited my original post to add more stuff, here is what I put:

Empathy (Cosmic, NDRR, +100%; Remote, +50%; Link, Detect, +10%; PM, -10%) [38]
Detect (Humans; Vague, -50%; Lock-on, +50%; Cosmic, NDRR, +100%; Long Range 2, +100%; Link, Empathy, +10%; PM-10%) [60]

First, Detect lets you sense all humans of a significant source, no die roll required, and no range limitation. It does not tell you where they are, only if they are close to you. That ability lets you use Empathy on them to sense their emotion, again without the need to roll.

If I was GM I would let you use this power as a way to tell what the prevailing emotion is so you know which power you would want to use.


Only around people of a certain emotion, 1-A [-((N/X) * ((X+1)/2))%]

A is the number of people which is based on N
N is max level of people needed, check Maintenance on page b143.
X is max level of your ability

That would be your Power Modifier for you powers. I would limit the levels to

Flight is part of FISS (flight, invulnerability, speed, strength), which PS238 describes as the commonest package of superpowers (one of its characters calls herself "84" because she's the 84th recognized super with that package). I think that's a valid generalization about superhero comics overall.
