Only the foreign government whose flag it is? Just asking because it's not unknown for flag burning of the local flag to be legal but burning of foreign flags to be illegal.

Wikipedia says only if the foreign government complains. So if it is ignored by them it is ignored by Japan, I guess.

False. Any state can maintain an armed force separate from federal forces. Few actually do.

Which Congress first granted in 1792, creating a state force that is subject to being nationalized if needed, and while the details have varied over the years, something resembling this still exists in the makeup of the National Guard.

Right, which qualification was mentioned in the original post if you look. But the point was that fairly familiar legal concepts could easily be manipulated into exotic interpretations by an imaginative GM.

Many states have state militia members on permanent active duty.

The California state military reserve, the Texas state guard and several others come to mind.

The consent to do so was granted almost as soon as the Constitution was ratified.

States don’t have to go back and ask for permission repeatedly.

Today, effectively, a state can have armed militia members on active duty without asking federal permission.

In any political system, given enough time, you can end up with a result entirely different than what was originally intended by those who founded the government.

Governments tend to collect power, social mores change and even words fall out of use or change meaning over time.

...because of the above request I won't cite the obvious real world examples.

However, it would be entirely possible for a government formed by a slave revolt which outlawed slavery in the most absolute terms to HAVE legal slavery in some form 300-500 years later.

That would be a good example of a legal evolution that changed it's forms. Quite a probable one too.
