This is because all disadvantages that have a self-control roll number start at 12 and use the listed cost. So I used the most expensive version to price everything else with the idea that you'd get a fair number for the most expensive disadvantage.

Because you could easily buy an affliction that gives a number other than +3. Because you could add Margin-Based. There are lots of reasons. OP seems satisfied and so am I.
