Using Side Effects for Fun and Profit
So, I am curious, can I use Side Effect to give a character the disadvantage of Vulnerability against that type of attack? For example, can I use Side Effect on a Toxic attack to give my target Vulnerable (Toxic Attacks) x 4 [60] until they heal the damage that caused them to suffer the Side Effect? What happens if the attack is Cyclic? Will the target suffer the ×4 damage against future cycles after the Side Effect activates?

Producing an allergic reaction or the like in the target.

Seems legit, Given that Side-effect specifically gives disadvantages as an option. Follow-up might be worth considering as an alternative.

Keep in mind that Toxic Attacks are extremely common threats to people who are currently being targeted by Toxic Attacks. In this case, I would consider creating a level above Very Common.
