It's an optional rule (box, B269). I don't use it because of the possibility of confusion over when to do the conversion. Also, some people I've played with could be relied upon to try to convert only when it'd move +7 to 2d, and not when it would be +4 to 1d, because they'd wanted the swing of more dice, but not the slight loss of average damage from +4 = 1d. Rather than argue with them all the damned time, I said "My games don't use that optional rule". On top of that, it's a further step in damage calculation, that doesn't bring any real advantage to make up for the extra time taken.
