Limb-cutting limitation
I have a player who wants an Innate Attack specifically to sever limbs. What’s a reasonable limitation value for ‘can only target arms/legs’?

I would say -5% × target penalty for a specific body part (-10% in the case of arms or legs). For arms and legs, it would just be a feature, as having four important legal targets is not really a limitation.

Perhaps a bit more, since it excludes all targets without arms or legs (doors, vehicles, oozes, weapons, ...).
So, a base -5% + the penalty suggested by AlexanderHowl ? |

You'd be giving up Face, Eyes, Neck, Vitals, Skull and Torso options, and all your damage would be subject to blow-thru wounding reduction, so I'd say -40% for Limbs Only.

GURPS (4e) Fantasy has an example in its Roma Arcana system for maiads who are preternaturally good at tearing people apart, it may use the Wrench Limb mechanic though.
