I'm leaning at the moment to jut adding Cosmic,+50% for utility, minor rule breaking.
That makes the effective costs of this combo +130% for a cost of 130 points over and above the cost of Morph. It takes 10 turns to change, unless you buy Reduced Time as well, and without Active Change (another +20%) those 10 turns are Concentrate maneuvers.
At this point were comparable in cost to Regeneration (Extreme) which heals 10 HP/second. So comparable cost and arguably a little weaker in effect and I'm getting pretty comfortable with it at this point.

I used Extreme Regeneration (only while shape shifting -20%) [120] for one villain in a Supers game. Basically they could heal 10* HP for each second they spent rearranging body parts.

*They actually had HP30, so it was multiplied for high HP.
