Packing a backpack efficiently and finding things in it quickly is a canonical use of Soldier skill, right? So, obviously "backpack stuff" is within the purview of Soldier skill.

Often in GURPS more than one skill can apply to a task. I think this is one of them.

Sure, it's basically Survival -4 (which is the default roll for any Survival from another Survival). But for this... I might call it -2?


Honestly, this really best fits Hiking and Professional Skill (that covers maintaining a packed kit, but only if that kit really does include a heavy pack).

Medium, Cheap: 75 lbs. capacity, HT10. 7.5 lbs., $38.
Medium: 75 lbs. capacity, HT10. 5 lbs., $75.
Medium, Rugged: 75 lbs. capacity, HT 12. 6 lbs., $150.
Medium, Expensive: 75 lbs. capacity, HT10. 3.3 lbs., $150.
Medium, Expensive, Rugged: 75 lbs. capacity, HT12. 4 lbs., $300.

Large, Cheap: 100 lbs. capacity, HT8. 8 lbs., $50.
Large, Cheap: 100 lbs. capacity, HT10. 12 lbs., $50.
Large: 100 lbs. capacity, 8 lbs., HT10. $100.
Large, Rugged: 100 lbs. capacity, HT12. 10 lbs., $200.
Large, Expensive: 100 lbs. capacity, HT10. 5.3 lbs., $200.
Large, Expensive, Rugged: 100 lbs. capacity, HT12. 6.6 lbs., $400.

Or something like that. Then, if the GM really wants to punish the player, roll Soldier or IQ-based Hiking each day, with a failure meaning the pack rolls HT! See Maintaining Gadgets, High-Tech, p.9.

All "normal" land-based terrrains Default to each other at -3. "Radioactive Wasteland" is not "normal" and has no Default. Aquatic "terrains" are another matter of course. So is Urban.

With that relatively generous and _very_ broad set of Defaults at -3 it's going to be difficult to make a non-specific but Defaults to all other land-based
terrains look particularly good.

If you just pick one terrain you'll get that one at full value and everything else at a -3. Everything at -2 is kind of "meh" but everything at -1 might be too good.

My bad, I thought they were -4... huh, even defaulting to Naturalist is only -3. Wonder where I'm getting it from?
