Notice how it says 'if you somehow alter records'? Magically summoning Allies, Contacts, Patrons, Signature Gear, etc. is not altering records.

For example, I can have Modular Abilities 10 (Cosmic Powers; Focus-Limited, Animals, -10%; Social, +0%; Takes Extra Time, 4x, -20%; Trait-Limited, Allies with Summonable and Minion Only, -50%) [20]. It does not involve altering any records, so the GM has no reason to limit the Modular Abilities, as I am not using the power of bureaucracy or government.
