Default Charity and Curses

Some friends of mine and I were playing Munchkin yesterday, and someone (during her Charity phase of her turn) wanted to give another player a Curse (to get down to five cards), but the giver didn't want the recipient to apply the curse...just put it in the recipient's hand. Is that a legal play?

Was the recipient of the Curse card the lowest Level player, or tied for lowest Level? If yes, then that's giving the player charity. If no, then it was an illegal move: You can only trade Items that are in play, not cards from your hand.

Yes, the recipient of the Curse was the lowest level player...and during the giver's Charity phase, she just gave the Curse as a card to place in his hand...not an actual curse.
