IQ 16 is probably a good compromise, especially if you gave him Born War-Leader 4. With Intelligence Analysis, Leadership, Savior-Faire (Military), Strategy, and Tactics at 20+, he would have some justication for Megalomania, as he could give Napoleon a run for his money.
