Default Adding Monsters

Can monsters be added to fights that the players knows they can't win for the sake of piling on bad stuff. For example, i was tied with a pair of monsters and knew i was not gonna be able to defeat so i said announced it. Someone decided to add another monster. It might not be prohibited by the rules but it feels very anti-Wheaton's Law. I just wanted other people take on it because it was being argued both way by our group.

If you declare that you have lost and are ready to start rolling the dice to Run Away, then it is too late to add other monsters. Monsters can only be added while the combat is still running, and you do not need to provide reasonable time before declaring you lose a combat (you only provide that before declaring you win the combat).

That said, there's no rule against piling on while you're still in the fight, Wheaton's Law or no. All you can do is remember who did it and try to get revenge later in the game.
