Default Cornwallis = Britannica 5?

I think the question speaks for itself, is Cornwallis (as detailed in Alternate Earths 2) the steampunk world that's fallen under the Centrum's thumb (Zone Green) that Homeline calls Britannica 5 (as mentioned in Infinite Worlds)?

No, Cornwallis = Cornwallis.

Cornwallis is not Steampunk. It's TL6 Split Technology (lagging in some fields, more advanced in others), not Divergent Technolgy still dominated by steam.
(There's also something about the comparative AH significance of its British Empire but I don't know how to describe it. Cf. Gallatin's Europaverein.)
