I can't find anything that states that. Stealth specifically calls out the same limitations as its prereq, it doesn't state that you must abide by the previous prereq. Also, I think Stealth may be the only example of that occurring.

Anyway, I wouldn't limit precise blow or whatever to wearing leather.
