Fallout GURPS (Newbie Question).
Hi. Since I've only had the slightest bit of experience with GURPS, I just can't figure out what edition (3rd? 4th?) this fan-made source book was made for:

4th edition. Note on p31 (the start of character guidelines) it references GURPS 4e specifically in its discussion of TL.

Quickest way to tell if it isn't declared is to look at weapons tables.
Damage type "pi" and Bulk were both introduced in 4e, and Rcl is now a positive number. Earlier editions had guns mostly doing cr damage, included a stat labeled SS (snap shot), and Rcl was a negative number.

For the final word (as far as my take on GURPS Fallout goes anyway), you may want to grab the revised version off my website. It's been updated a bit from the one I have posted on scribd (I rearranged the settlement info to make it easier to read, added info on settlements in Texas (from the Fallout: Brotherhood of Steel PS2 game), and fixed a few minor rules issues caught by members here on the forums). For all of you that already downloaded the older version, this is the last re-write I'm doing, promise!
